With a recent decision to have one major event per year and to have it in mid-summer, we need to change the timing of installation of new officers. The following revision to the existing By Laws will be voted on at the December 15th meeting.

Section 2. Officers elected in May will be installed at a special meeting in August of the Board of Directors/Executive Council. Officer terms will normally be from mid-August to mid-August of the following year.

AFCEA Scott-St. Louis Chapter will draw from nomination contact information forms, at the Dec 04 or Jan 05 luncheon and provide up to $150 towards an Industry Certification Test to the selected persons.

Frank Prautzsch from the Network Centric Systems Division of Raytheon presented his vision of "Transformation Done Right" at the April Scott-St Louis luncheon. He posed the concept of "Netpipes" instead of networks, suggesting that DoD could use that approach to becoming network centric. He said cultural and technological changes are required to break down the final barriers. He showed the increase in bandwidth requirements for recent military engagements and drew a correlation between increased bandwidth and reduced manpower. He reviewed several upcoming programs and stressed the need for using the "right tool for the right job". He also stated antenna technology is critical to achieving network centric airborne communications. He concluded that there are capabilities currently available today that can transform military operation -- integration is the key.
In April, AFCEAN of the month SSgt Chuck Milhaupt (r), USAF 375 Communications Squadron, received a Lewis and Clark T-shirt and coffee cup from chapter president Rich Mock. The chapter recognized SSgt Milhaupt for setting up and running audio-visual equipment at chapter meetings.

Gen John Handy, Commander US Transporation Command and Air Mobility Command, addressed a combined AFCEA-NDTA (National Defense Transportation Association) session at the Scott - St Louis March luncheon. He reviewed the Command's mission and related the need for transportation systems and supporting information systems to accomplish that mission. Last year USTC moved the equivalent of St Louis County (1.3 million people) half way around the globe plus 3.4 million tons of cargo. Paraphrasing Gen Patton's assertion that you should 'tell people what to do, not how to do it' he initiated the effort to own the distribution process. On 16 Sep 03 Secretary Rumsfeld designated USTC as the Distribution Process Owner. On 16 Jan 04 USTC established the first Deployed Distribution Operations Center (DDOC) in SouthWest Asia. The DDOC controls the flow of logistics in theater. This concept made molehills out of the mountains of unused material shipped for the previous war. Now, he says all the combatant commanders want one of these DDOCs. He concluded that it was people who get the job done and organizations like AFCEA and NDTA that improve the professionalism of the workforce.

It's official, Scott - St Louis's own Mike Myers was chosen as THE Distinguished Young AFCEAN at the West 2004 show. This is an international award that is well deserved for Myers' efforts in standing up our Young AFCEAN Council and running the chapter symposium for the last two years. In response, Myers had this to say, "I want to emphasize that it is really a team effort and my achievements are a direct reflection of the hard work of the chapters I’ve been blessed to work with." Please join us in congratulating Mike!
Capt Michael Myers was born in Greenville, Pa and enlisted in the Navy in 1987. In 1997, he earned his bachelors degree and was commissioned as a Second Lieutenant in the Air Force in 1999. His first Air Force assignment as a communications officer was at the 2d Communications Squadron, Barksdale AFB, LA, where he served as the executive officer for the SPTG Commander. He also served as the Network Control Center Officer-in- Charge (OIC), and filled in as the Information Systems Flight Commander for six months. His current assignment is at the Air Force Communications Agency (AFCA), Scott AFB, IL.
